Are TIPs Overrated as an Inflation Hedge?

Steven Goldberg, writing for Kiplingers seems to think so, and he also believes Treasury inflation-protected securities are over-priced relative to regular 10 and 30 year treasuries. He claims that in a rising interest rate environment TIPS will suffer along with other bonds. We may see whether he is right.
